With the increase
in development and building in the Canyon County area in particular, Pioneer
will be using this page to make information regarding development criteria
and irrigation available to developers. Please click on a topic below
to see information related to that topic.

Petition for Annexation - to gain water rights
in the District
Stormwater
Policy - update - read this form information on Pioneer's policy
on accepting stormwater discharge into drains. Pioneer does not accept
and will not approve stormwater drainage into any Pioneer facility.

Standards
and Specs
Currently, Pioneer has a set of Standards and Specifications that govern
development and building in and around irrigation facilities and equipment.
These specs must be taken into consideration when creating development
plans and blueprints. The Standards and Specs are available for download
below. They are a large pdf file and a high speed connection is recommended.
All documents listed below are considered the full specifications and
must be considered together as a unit. There are currently two documents
that make up the specs.

Petition
for Annexation
If you wish to be
allowed use of District water, you must petition the Board for inclusion,
as well as exclude from the District you currently belong to. Steps for
annexation are:
- You send a letter
requesting inclusion to the Board of Directors at PO Box 426, Caldwell,
Idaho 83606. The letter must include your request, a COMPLETE LEGAL
DESCRIPTION of the property involved, proof of exclusion from your current
district and a $250.00 processing fee.
- Pioneer must advertise
the petition publicly and will do so upon receiving your request.
- The Board of Directors
will review your request at the next regularly scheduled Board meeting.
- If approved and
Order for Annexation will be drawn up. That Order does not become effective
for 90 days.
- If no one opposed
the annexation, after 90 days, the Order will be recorded and you will
be informed.
- You will be assessed
as apporopriate from that point on.
