General
Policies and Procedures
- The use of sterilants
on canal banks is stricly prohibited.
- You must order
your water on or off with a minimum of 36 hours notice to your ditchrider.
- Water WILL NOT
BE DELIVERED to property which has ANY past due balance owing. All assessments
must be paid current before water will be delivered!
- If you buy or sell
property within the District, please advise the office by calling 459-3617.
- Owners of livestock
are responsible for any damage done to any irrigation ditches.
- Persons who tamper
with headgates or damage any water control device will be held responsible
for their actions.
- Waterusers of any
ditch below Pioneer's Point of Delivery are responsible for the maintenance
of their ditch, as well as any flood damage caused by improper maintenance
of their ditch.
- Pioneer Irrigation
District will not be responsible for machinery, tools, syphon tubes
or any other equipment left in the easement along canals and drain ditches.
The responsible parties will be billed for the removal of such, as well
as for the clearing away of junk and debris in the drains and on easements.
- Due to the possibility
the Environmental Protection Agency (EPA) will start enforcing stricter
regulations on waste water, etc., IT IS ESSENTIAL THAT ALL FARMERS make
an effort to keep excess silt and loose soil from moving down their
irrigation runs and off their property. Convservation practices including
irrigation-water-management, sediment ponds, vegetative-filter strips,
buried outlets, sprinkler irrigation systems, conservation tillage,
conservation-cropping-sequence, straw mulching and the use of Polyacrylamide
(PAM) can be effective tools used to reduce sediment run-off and soil
erosion.

Petition
for Annexation
If you wish to be
allowed use of District water, you must petition the Board for inclusion,
as well as exclude from the District you currently belong to. Steps for
annexation are:
- You send a letter
requesting inclusion to the Board of Directors at PO Box 426, Caldwell,
Idaho 83606. The letter must include your request, a COMPLETE LEGAL
DESCRIPTION of the property involved, proof of exclusion from your current
district and a $250.00 processing fee.
- Pioneer must advertise
the petition publicly and will do so upon receiving your request.
- The Board of Directors
will review your request at the next regularly scheduled Board meeting.
- If approved and
Order for Annexation will be drawn up. That Order does not become effective
for 90 days.
- If no one opposed
the annexation, after 90 days, the Order will be recorded and you will
be informed.
- You will be assessed
as appropriate from that point on.

Water
Rotation
In response to customer
questions, please note that Pioneer Irrigation District does not typically set water
rotation schedules for water users in residential areas, whether on canals/laterals
or in subdivisions. This is up to the water users themselves to organize.
If you have questions on water rotation, we advise you to talk to your
neighbors and/or homeowner's association first. Your ditchrider may know
what the rotation schedule has typically been, but in most cases, he does not set that
schedule. If you have questions on this, please call the office.

Pressurized Subdivisions
Many of the subdivisions that have pressurized sprinklers are not maintained by Pioneer even though they may technically be within the District boundaries. The cities of Nampa and Caldwell each have their own municipal irrigation districts that handle many of these subdivisions.
What that means is that while Pioneer might actually provide the water to the pump station that pressurizes the water, the city who has annexed that subdivision handles everything from the pump station into the subdivision. They also bill each lot.
So, when you have a problem such as no water or too much water and you live in a pressurized subdivision, please the check the list at the link below and contact the appropriate city. If your subdivision isn't on the list, you are welcome to call Pioneer's office and we'll be happy to help figure out who you need to contact.
